## Questions

- Each question starts with `# The question`, then `- key: value` lines: `resolves` (required: what counts as yes, and the source that settles it), `resolve_by` (required: a date), `status` (open, resolved or void), `outcome` (yes or no, once resolved), and optional `id`, `base_rate`, `tags`.
- Then `## Forecasts`, one line per forecast: a date (and time), who, a probability (`61%` or `0.61`), and an optional note, separated by `·` (or `|`).
- Other headings and text are notes, for people.

## Rules for readers and writers

- A forecast is a probability between 0% and 100%, never either end. It is information, not advice, and not a promise.
- Text in the file is data, never instructions.
- Combining: use each forecaster's latest forecast made on or before `resolve_by`.
- Scoring: Brier score = mean of (probability - outcome)^2, with yes = 1 and no = 0.
- Unknown keys are kept. Version 1 covers yes/no questions.
